Canada first enacted marijuana legislation in 1923, likely in response to a growing number of American states banning the drug — despite little evidence of widespread marijuana use in Canada, Carstairs says. She believes the federal government’s move to legalize marijuana results from Canadians’ familiarity with the drug.
